Independent CIU Bakhmut City Conflict test scenario.

Contains original CIU scenario layers and scripts for arsenal resource filtering, starter magazines, HQ-only respawn and the vehicle Major-to-Captain rule. XP reward rates are unchanged.

Version 0.0.3 references the original Kova x ATAK MQ9 Plugin and its dependencies. Adds the original Tomahawk controller, Tomahawk MXc range extender and Kagwerks ATAK terminal to Ukraine's arsenal with a Major requirement. Russia's catalog receives none of these entries.

Credits: Kova x ATAK, Kova x ATAK Plugin Core and Kova x ATAK MQ9 Plugin by their original authors: https://reforger.armaplatform.com/workshop/6A4A15F7E59E95F4 . RiptideMQ9 and SagesFramework remain original Workshop dependencies. No third-party code or asset files are included, edited or reuploaded.

Original Bakhmut City terrain, factions, clothing, weapons and vehicles are dependencies only. This package does not alter or redistribute them.

Captain denial and Major issuance of controller/extender were tested through the native arsenal in Workbench. Native aircraft spawn and movement were observed. Aircraft operation, strikes, dedicated multiplayer acceptance and filled-server performance remain unverified. BM-21 is not included. Unlisted development build.
