Independent CIU Bakhmut City Conflict test scenario.
Contains original CIU scenario layers and scripts for arsenal resource filtering, starter magazines, HQ-only respawn and the vehicle Major-to-Captain rule. XP reward rates are unchanged.
Version 0.0.3 references the original Kova x ATAK MQ9 Plugin and its dependencies. Adds the original Tomahawk controller, Tomahawk MXc range extender and Kagwerks ATAK terminal to Ukraine's arsenal with a Major requirement. Russia's catalog receives none of these entries.

Captain denial and Major issuance of controller/extender were tested through the native arsenal in Workbench. Native aircraft spawn and movement were observed. Aircraft operation, strikes, dedicated multiplayer acceptance and filled-server performance remain unverified. BM-21 is not included. Unlisted development build.
