JBs FF Civil Administration

Summary

Expand Freedom Fighters' civilian side with town investments, taxation, uprising preparation, banking. Win people over, build local services and protect what your resistance has earned.

Description

Build the civilian side of your resistance.

• Persuade civilians, grow local support and prepare settlements for an uprising.
• Invest in towns, fund civilian aid, collect rewards and manage bank accounts.
• Read the Resistance Diary, find named battlefields and send scavenging, courier and propaganda expeditions from eligible resistance-held settlements.
• Meet settlement contacts and bankers, with property information when Civilian Ownership is installed.
• Hear generated Czech dialogue: a consistent player voice, varied civilian replies and recruit-command voices.
• Adjust campaign rules under Admin → Game settings → Civil Admin Project. Four illustrated Field Manual guides explain CAP's main mechanics.

Requires legacy Freedom Fighters 0.70.1 and Reoccupation 6.4.9 with their dependencies. This is the stable CAP branch; the PM/native-persistence version is separate.

Donate through the local resistance contact. Civilian aid improves persuasion and support; uprising donations fill preparation. New scavenging crews return after 24 campaign hours. Choose a loot focus and collect returned equipment through the contact. Personal couriers carry items, supplies and money; each player has one undelivered shipment per contact, and anyone can collect a delivery. Courier journeys use approximate straight-line distance: one hour per 10 km, with a $250 fee plus $10/km for fuel.

Short, Medium and Extensive propaganda campaigns spread influence nearby. Extensive requires working Propaganda III in the dispatch settlement. Outcomes are uncertain; any returned funds go to the payer's resistance reward account. Scavenging and propaganda share the settlement's volunteer crew; personal couriers use separate slots.

If a town hideout is destroyed, its surviving officer/contact moves after one campaign hour, carrying half the stored supplies. Another usable building in town is preferred; otherwise he establishes an outdoor post. Expedition cargo is preserved.

Bank safekeeping is protected when a town falls. Investment accounts lose 25% of principal and interest combined; the remaining 75% moves to safekeeping.

Village uprising preparation defaults to 1,000 supplies or equivalent equipment. Administrators can set 50–1,000 in Civil Admin Project; existing donations are retained. Towns and cities use their separate money requirement.

Sixteen player persuasion lines rotate without consecutive repeats.

Czech voices are included—no separate CAP voice addon is needed. Remove the superseded CAP voice prototype and FF Czech Dialogue temp fix from the active mod list to avoid competing overrides.

Back up your campaign before updating. No new campaign is required for this stable update. Existing travelling scavenging crews retain their saved return times. Before removing CAP itself, use Prepare for CAP removal and follow its instructions.
