Vulkan Tracers

Add mags with tracers to the 7.62x39 Vulkan (aligned with the WCS global mags config)

- FIA has assorted equipment
- replaces default ammo w/ 4B1T ammo
- 7.62mm/.30 cal or larger has alternating AP/ball w/ a tracer every 5th rd
- no Tracer-only ammo
- RPG7 does not spawn loaded

Adds in a 60Rnd 5.56x45mm magazine, loaded with AP and Tracer.
