Adds night-vision goggles and a compatible night-vision optic to every players inventory on spawn.
Adds dynamic sound range.
Adds chat handlers with basic /esc commands and help.
Adds dynamic radio support calls from APCs.
Edits AI skills.
Support of AI inventory intel to reveal locations.
