Added shovel dismantling for empty arsenals using the Freedom Fighters construction system.
Added safeguards preventing dismantling while stock, deposited items or active transactions remain inside.
Arsenal lamps now start OFF by default.
Added an interaction beneath either lamp to switch both lamps together.
Reduced default lighting brightness and range for more comfortable nighttime use.
Added MCW Arsenal options to Freedom Fighters host settings: 
Default lamp state for newly placed arsenals.
Lamp brightness: 5–100%, default 25%.
Lamp range: 2–12 metres, default 6 metres.
Permissions for lamp switching and shovel dismantling.
Added replicated lamp state and campaign-save support.
Lamp switching operates independently of Arsenal stock loading and does not trigger a full inventory save.
Reduced eager static initialization by allocating six classification and stock-policy caches only when needed.
Preserved existing classification rules, positive/negative caching and inventory persistence formats.
Compatibility note: The compiler optimization passed local native compilation and cache regression checks. Verification with the affected 98-mod pack is still pending.

Critical Arsenal withdrawal hotfix

- Fixed stalled inventory callbacks and unresolved delivery receipts blocking the withdrawal queue for other players.
- Added isolation after 30 seconds while preserving the original reservation and native callback.
- Fixed completed delivery tickets leaving a worker occupied.
- Preserved stock ownership checks to prevent duplicate item issuance.
- Reduced background retry frequency and added detailed reservation diagnostics.
