Radio/Map Jamming with options for GM to adjsut on spot. Added override for maps as tablet to keep realism.

Description

Dynamic Signal Windows (The "Flicker" System)
The jamming signal isn't perfectly constant. It fluctuates based on a synchronized schedule.
Signal Degradation: As the jammer cycles, the signal will begin to flicker and weaken.
The Clear Window: A brief, randomized window of opportunity will open where the static clears and radios become operational.
Tactical Tension: Squads must wait for these windows, compress their comms into seconds, and transmit crucial coordinates before the jamming slams back down.

🛡️ For Game Masters (Zeus)
This mod is built from the ground up for mission makers and Game Masters. Every aspect of the jammer can be tweaked in real-time via the Entity Attributes menu:
Individual Toggles: independently enable or disable Radio Jamming versus Map Visual Jamming. Want players to see the map but not talk? You can do that.
UI Control: Toggle the Map Progress Bar or the on-screen HUD icon on/off for hardcore/milsim scenarios where you want zero player-assist indicators.
Radius Control: Set the exact effective range of the jammer in meters.
Timing Cycles: Adjust the total cycle length and define the minimum/maximum duration of the "safe windows" to control the difficulty.
