Added new QRF mechanic in addition to the existing basic reinforcement system.
QRF system is implemented similar to the artillery system, there is a cooldown per group of objectives.
There is 4 types of QRF, with varying levels of randomness, the groups are:

Infantry QRF: Ground troops (armed vics soon)
Motorized QRF: Trucks filled with infantry. Accompanied by ground troops.
Mechanized QRF: APCs accompanied by Trucks filled with infantry
Armored QRF: Armored vehicles (vanilla is only APCs), accompanied by ground troops.

The QRF forces will attempt to respond directly to the objective area under attack. 

Destroying a radio tower will start a cooldown for QRF lasting 20 minutes. Side objective completion will create a cooldown for 30 minutes.

Fixed Objective Capture Contribution tracking logic. It now properly displays the amount of time each player spent capturing the objective in seconds. Not a seemingly random number.

Integrated that fixed logic into the leaderboard backend and frontend UI. Now every player has their minutes-spent-capturing stat being tracked. Right now set at +2 points per minute spent capturing.

Changed leaderboard sync interval back to 60 seconds.

Heavily optimized the objective capture system. Player vs AI query for each objective should use ~10x less cpu time.
