Manual Garbage Cleanup Only

This is of course geared towards private servers with a smaller player base where one or more of the players can GM and manually initiate trash clean up.

Further testing is needed to confirm it is working as intended, which is to leave the dead, gear and their weapons in place until manually removed by GM.

This should also eliminate the immersion breaking occurrence of the AI smoke suddenly vanishing rather than dissapating slowly.
