V111 CLEAN DEPENDENCY UPDATE
V111 removes LE GEAR PACK and its transitive RHS: Status Quo, RHS Content Pack 01, and RHS Content Pack 02 dependencies. The restricted Police and EMS shops use the validated pre-LE-Gear equipment configuration. Police/EMS licensing, uniforms, duty checks, payroll, shops, badges, and secure admin systems remain enabled.
