Manual Reload-chamber-mag

Manual racking after reload for almost all weapons. 
Custom keybind in settings under weapon. Currently set to "T". Can also just hit the reload button. Or hit "T" after a reload and for AR-15 style firearms if there isnt a round in the chamber and the chamber is open he will hit the bolt release. Chamber closed and no round he will charge the firearm. Works with pistols, ak's, m21, m16's. Customize controls at bottom of "weapon" catagory. Little bit of jank that needs to be ironed out with some animation states but the main mechanics work.

Added checking mag with hold "N" with a ui, as well as checking chamber with hold "T". It is visually correct for M16 and M16 carbine. Working on AK and other weapons. Mechanics work for most weapons, just need animations. Multiplayer unverified
