Handle delayed client controller ownership and retry the initial state request.
Accept ordinary quick setup clicks within a bounded request budget.
Native validation: 57 policy/persistence checks, 41 navigation checks, 133 world/UI/teleport checks, 14 locker checks and 36 equipment checks passed.
