Tour of Duty

Unofficial compatibility/fix addon for Tour of Duty.
Fixes an issue where AI could pathfind and react to very close danger but would fail to properly perceive and engage hostile units.
This patch ensures the scenario has a working PerceptionManager, refreshes faction perception after Tour of Duty changes faction relations, and activates Tour of Duty-spawned AI groups when needed.
Requires Tour of Duty and its normal dependencies.
This addon does not replace or redistribute Tour of Duty. It only depends on it and applies a runtime fix.
