Shared input and keybinding base for NR3 mods. Adds the NR3 keybind category so NR3 mod controls can be changed in the game settings. Required by NR3 Tactical Requests.
Description
A small shared library that provides the input actions and keybindings used
by NR3 mods. It has no gameplay of its own: it is loaded automatically as a
dependency of the NR3 mods that need it.

WHAT IT DOES

- Defines the input actions (keyboard and gamepad) for NR3 mods.
- Adds an "NR3" category to Settings > Keybinds, so players can change
every NR3 control in one place.
- Gives NR3 mods one shared place to register their actions, so several
NR3 mods can be used together without conflicting controls.

All controls can be changed in Settings > Keybinds > NR3.

- No setup needed; it is added automatically by mods that depend on it.
- Must be loaded on the server and on all clients, together with the mod
that uses it.
