Faction Balance and Reconnect Update

• Fixed admission to the smaller faction when the existing imbalance exceeds the configured limit. Players can now join whenever their admission reduces that imbalance.
• Preserved FIFO order while allowing the queue to gradually restore faction balance.
• Added match-long faction membership tied to the player's confirmed identity.
• Updated reconnect handling to restore the assigned faction without placing returning players in the balance queue.
• Blocked attempts to select a different faction after reconnecting.
• Kept detailed debug logging disabled by default.

Validation: isolated Workbench compilation completed successfully, with 4,426 native checks passed and no failures. Live multiplayer validation remains pending.
