Sk0rs Campaign Tweaks

Fixed: GM Budget now actually works for every category. The previous implementation looked like it worked but silently failed once you hit a real limit - it now correctly removes placement limits for AI, vehicles, props, and waypoints, and separately for System budget (Arsenals, respawn points, mission objectives), which needed its own fix.

New: Rank Override. When enabled, every player counts as the highest rank for Arsenal purchases, building construction, and vehicle spawning - rank no longer blocks access to anything in Conflict. Real ranks and promotions are untouched, only what you're allowed to buy/build/spawn changes. Off by default, like every setting in this mod.
