Purpose
-------
Blocks explosive/fragmentation damage against human-controlled player
characters while leaving normal explosive damage against vehicles and
world objects intact.
Blocked damage types:
- EDamageType.EXPLOSIVE
- EDamageType.FRAGMENTATION
- EDamageType.PROCESSED_FRAGMENTATION
Not blocked:
- Bullets / kinetic damage
- Melee
- Collision
- Incendiary
- Fire
- Bleeding
- Other non-explosive damage
