Darc Chopper Compat Overthrow

Adds DARC helicopter QRF support to Overthrow.
During an Overthrow QRF response, there is a 75% chance that a crewed Mi-8 helicopter will be dispatched to support the occupying forces.

Helicopter approaches from outside the immediate battle area
