AI COMMANDER FIX: Addressed bug where task requests to establish base were being automatically approved even though the AI commander was disabled.

This is related to the MissionHeader toggle being present. For some reason, whether the MissionHeader toggle is enabled or disabled, this particular AI commander behaviour was not being touched.

I have removed the ability to disable the AI commander for the time-being whilst I come up with a working solution.

Please update your MissionHeaders accordingly, removing "m_bSUN_AllowAICommander": false entirely.

 - Custom layout for Popup notification ("Commander has restricted this building at..") that is positoned more suitably for the build menu. 
 - Restriction menu has timeout/debounce for slightly better user experience in the event you spam the restriction buttons.

Unable to find satisfactory solution to mission header for disabling Construction Clearance. This is not a game-changing feature of the mod like the Decapitation Protocol is, so disabling it is not something I consider necessary.

Removed Construction Clearance mission header item entirely. It will always be enabled.
