EE_Radio Actions Smoke Fix

This mod is a community-created patch to resolve the script errors associated with calling in smoke artillery via the radio support menu.
If you have been experiencing the EE_Radio Actions error or found that requesting smoke strikes results in a broken queue or no artillery response, this mod corrects the script logic so smoke support functions as originally intended.
