Silence QOL Fixes

GM Tiers and Queue adds a permission system on top of the vanilla Game Master role. Instead of every Game Master having the full toolset, you define ranks in a single config file (GMStaff.json) and assign each staff member to a rank by their player UID. Once someone is in GM, the mod filters what they can see and do down to exactly what their tier permits.
Works with Silence QOL Fixes (required for the Discord, chat audit, admin call, welcome and spectate features). Replaces Server Admin Tools and GM Tools. No code from either of those mods is used.
What it controls is what a person can do once they are in GM. That split keeps things predictable: the admin list decides who gets in, the tiers decide what they touch.
The tiers, from lowest to highest, are Marshal, Event Master, Moderator, Admin, and Owner. Each tier inherits everything below it and adds its own permissions on top:
Marshal handles basic player wrangling like teleport and vehicle eject.
Event Master runs events, with visibility and damage toggles, smite and EMP, entity spawning and AI control, clipboard copy and paste, entity delete, asset placement, levitate, spectate, and the Edit Properties window.
Moderator adds the softer admin tools, XP adjustment, AI skill, kick, timed ban, temp role grants, stat reset and XP wipe, warnings, scenario properties, and setting staff ranks.
Admin adds permanent bans, server admin actions, and GM stealth mode.
Owner sits at the top with one distinctive power, managing admins.
What each tier does not get is enforced too, not just hidden. Lower tiers do not see higher tools in the right-click menu, and the Edit Properties window is gated the same way, so tools that live in that window (toggle damage, GM stealth, scenario properties) respect tier as well. Enforcement is server-side, so a modified client cannot unlock tools it was not granted.
Full lockdown for untiered GMs. If someone is on your Server Admin Tools admin list but has no tier assigned in GMStaff.json, they get an empty GM menu, not the default toolset. Nothing until you place them in a tier.
Temporary grants. Higher tiers can grant a lower or equal tier to another staff member for a set duration. The grant expires on its own and is written to disk, so it survives a restart and lifts itself when the time is up. Anti-escalation is enforced, you can only grant at or below your own rank.
Owner and admin management. Only the Owner tier can promote someone into Admin, or change or remove an existing Admin. One Admin cannot mint another Admin, demote a fellow Admin, or remove the Owner. This keeps the top of your staff table under a single trusted rank.
Accountability logging. Every temp grant, permanent tier change, and ban or kick issued through the mod is written to the server log with both the actor and the target identified by name, persistent UID, and session id. The UID is the key detail, it identifies exactly who did what even after they disconnect and their session id is reused. If a staff member ever abuses a permission, the trail is in the log.
Configuration is a single human-readable JSON file in your server profile (GMStaff.json). Edit ranks, permissions, and assignments by hand, or use the in-editor actions to grant, assign, and ban live. Hand edits can be reloaded without a full restart.
This mod is built to sit alongside the Silence QOL Fixes mod,

GM Tiers and Queue

Tiered Game Master permissions for your server, defined per player in a simple JSON file, so every GM only sees and uses the tools their rank allows.
