Added an Owner tier above Admin. Its one distinctive permission is managing admins.
Only the Owner can now promote a player into Admin or above, change an existing Admin's tier, or remove an Admin. This applies to permanent assignments and to temporary grants, so temp grants cannot be used as a back door into Admin.
Added audit logging. Every temporary grant, permanent tier change, and ban or kick issued through the mod now writes a [GMTQ AUDIT] line naming the actor and the target by display name, persistent UID, and session id. 
Changed and fixed (recent work rolled into this build) 
Renamed the Veteran tier to Marshal.
Marshal no longer has any Event Master tools (spectate, copy, Edit Properties, and the rest are Event Master and up).
Gated the Edit Properties / attributes window by tier at the manager level, so tools inside that window (toggle damage, GM stealth, scenario properties) respect rank. Previously they were reachable regardless of tier.
GM stealth is Admin only.
Scenario properties is Moderator and up.
Spectate, levitate, and Edit Properties are Event Master and up.
Set rank actions (the staff rank picker) moved from Admin to Moderator.
Added the stealth listen permission on the Admin tier.
Full lockdown hardened: a Server Admin Tools admin with no assigned tier now gets an empty GM menu instead of the default toolset.
Removed the retired gm_access permission and stopped the mod from auto-granting GM, which fixes the repeated "Refused unlimited editor mode" console spam. GM access is owned entirely by the admin list now.
