2008 Factions Overhaul

Aims to change all factions to 2008. (USSR for now)

Changes all main ussr units to use flora uniforms, 6b7 helmets, 6sh92 load bearings replace lifchiks, some units hav new backpacks thanks to a few mods. The FIA playable character for conflict also has a custom loadout now so players spawn as militia and helps set the idea for what the rest of the faction will look like. 

1.0.0: Adds 2008 USSR for both standard and special forces units as well as making the playable conflict fia character have a custom loadout. All used items are in the vanilla arsenals.
