Rank Unlock - Partisan

By overriding the settings below, the player should be able to interact with any Small Vehicle Spawner, Large Vehicle Spawner, Helipad Vehicle Spawner to requistion any vehicle regardless of rank.  The player should be able to interact with the Base Building Interface in the Commander's tent to build any structure regardless of rank.
