Adds Russian Federation road signs to the game.

NEW signs RU
Currently the mod includes:
- Bus stop sign
- Red directional chevrons (turn indicators)
Planned features:
- Speed limit signs
- End of speed limit signs
- Other road signs (warnings, prohibitions, information)
