Scenario Restart Voting

- Added an overlay hint message at the start of the scenario informing players about the voting feature and the available commands
 - Extended the list of accepted chat commands: /restartvote, /voterestart and /restart are now all valid ways to cast a vote
 - Added a 60-second cooldown window after each vote is cast; every new vote resets the countdown, with warning messages broadcast to all players at 30 and 15 seconds remaining; if majority is not reached in time, the vote fails and all votes are cleared
 - Updated the mod description to better reflect the functionality and setup requirements
 - Updated the workshop thumbnail
