Updated base selection logic for linear progression.
New open bases are now chosen by closest distance to the starting HQ/MOB.
Existing rules are still respected:
active sector only,
radio-valid targets only,
MaxOpenBases limit,
existing open/seize bases are preserved first.
Sector progression is now used as a tie-breaker when bases are the same distance from HQ/MOB.
