MBS place holder clean up

MBS AI Clean Up lets server owners automatically remove AI from selected factions shortly after the world has loaded.
On server start, the mod waits for the map and mission systems to settle, then scans the world and deletes AI-controlled characters from the factions listed in the config. Player-controlled characters are ignored.
A config file is created automatically on first run:
$profile:MBSAICleanupUS/MBSAICleanupUS_Config.json
