MBS Radio Jammer - Update

Added:
- Implemented proper server-side jammer persistence.
- Radio jammer positions are now saved by the mod.
- Disabled/destroyed jammer states are now saved and restored.
- Added automatic detection for loaded persistent campaign saves.
- When a persistent save is detected, jammer towers respawn in their saved locations with their saved enabled/disabled state.

Improved:
- Jammer spawning now waits for campaign capture/base data to register before deciding whether to load saved jammer state or generate fresh positions.
- Clean/new matches now ignore old jammer state and generate fresh jammer positions.
- Persistent world restarts now reuse the saved jammer state correctly.

Config:
- `jammerCount` now supports 1 to 8 jammers.
- Values below 1 are clamped to 1.
- Values above 8 are clamped to 8.

MBS Radio Jammer - Update

Fixed:
- Fixed jammer map radius circles not appearing for players on live servers until they physically entered a jammer area.
- Server now broadcasts all jammer map positions to clients so the map can draw circles before jammer entities are locally streamed.
- Map overlay now checks shortly after map open and refreshes the jammer circles automatically.
- Fixed an issue where only one jammer circle could appear instead of all four.
- Improved jammer circle refresh reliability for join-in-progress players and live server map opens.

Expected result:
- All 4 jammer radius circles should appear on the map when players open it, without needing to travel into a jammer zone first.
