Sets MSAR for all players to 99,999 so they dont get effected by it.
Description
Sets MSAR for all players to 99,999 so they dont get effected by it. Works along side the normal disable msar setting in GM but if it magically tries to get used players will get 99,999 either way. This combats some arsenal issues for players.
