AI sound fixes, improvements and expansions
- Currently fixes grid coords on MOVE and CONTACT SPOTTED voice events
- Fixes FIA contact close report and improves order of information said in all contact reports across all 3 factions
- Enable AI to report contact of a helicopter (they will still engange as normal, but now they'll call it out too)
