-Transmission Blocking-
Non-leaders can only transmit on their group radio channel and direct speech. Attempts to transmit on faction or other channels are silently blocked (with UI hint)


-Receive Blocking-
Non-leaders can only receive on:
Their group channel (full access)
Faction channel (receive only)
Direct speech (proximity)
