FF - Patrol Supplies

Adds new Settings menu with patrol supply related configurations allowing you to configure supply scarcity to your liking. 
Comes with integrated difficulty present, on Easy difficulty it should not be hard to obtain supplies, on Extreme you will rarely encounter vehicles with few supplies.

Also fixes vehicles having decimal supply amounts resulting in inability to unload all supplies.
