I figured out why I was having difficutly spawning AI from the big tent. It was not a problem with the mod or the Sergeant xp. 
I was used to playing the IPC Autonomouse AI mods, but my frame rate would drop a lot. 

So I put this in my launch options. -AILimit 100
However it blocked hiring AI from tent in normal game mode. 

If you want to play this mod Do not use any -AILimit in lauch options. the frame rate will still be stable.

Hopefully in this one you can build big tent and recurit AI into your squad without the need for any dependencies. You should start as a Sergeant straigh away. I posted a topic on Steam USSR Kolguyev PVE 2.0, for feedback.
