VRT OPERATION FLASHPOINT

Several overlapping threat groups are present: 
Worthy Liberation Front (WLF): Local insurgents pushing an anti-government, anti-foreign agenda. Suspected to use caves, tunnels, and the castle ruins as safe areas. 
Maritime Smugglers: Profit-focused, control traffic through the Port and coastal routes. Likely provide logistics and money to militants. 
Foreign Facilitators: Outside advisors suspected of training locals in weapons, explosives, and comms. Rarely seen mostly keeping to the shadows. 
The enemy is capable of IEDs, ambushes, and infrastructure attacks. While no imminent attack has been confirmed, threat of a large-scale attack is elevated due to the arrival of VRT-BDE on the islands. MISSION:
VRT-BDE, operating from an established FOB on Worthy Islands, is tasked to advise and assist Worthy Islands Security Forces (WISF) while conducting intelligence-driven operations across the archipelago. VRT will build partner capacity, map and monitor extremist and criminal networks, and posture to rapidly neutralize any emerging threats in order to help the local government. VRT-BDE will focus on: 
Developing a detailed picture of WLF, smuggler, and foreign facilitator activity in and around key terrain. 
Conducting joint patrols, presence operations, and targeted disruption missions to limit enemy freedom of movement and deny them safe havens. 
Eliminating high value targets within enemy networks, including leadership, bomb-making facilities, logistics hubs, and financial infrastructure. 
End state: WISF forces are more capable and confident, key terrain remains under friendly control, and hostile networks on Worthy Islands are fractured, degraded, and unable to successfully execute a large-scale attack against the civilian population. COMMANDER’S INTENT:
We are here to change the balance of power on Worthy Islands. Our arrival has raised the stakes and hostile elements are already assessing us and preparing a possible attack to test our resolve. We will not wait to be hit. We will embed with and harden WISF forces into a reliable partner, and gather intelligence on insurgent, smuggler, and foreign facilitator networks. We will also strike against high-value targets, leaders, bomb-makers, financiers, safehouses, and logistics hubs—while limiting unnecessary civilian harm and collateral damage, restoring power back to the local government. COORDINATING INSTRUCTIONS:


ROE: Positive ID before engagement; minimize civilian casualties and collateral damage. Expect enemy to blend with civilian population. 
Readiness: All elements will be prepared for rapid tasking and incident response as the situation develops.
