FF - Bandit Gear

Figured we should have some cool looking bandit tactical gear in the store.

Has a number of hoods, balaclavas, tracksuits, backpack, and gasmask. 

Also has a percentage change of spawning items in on civillians, price will be adjusted accordingly. Does not overide default civillian faction, just adds gear into it.

I have also added the new bandit vics to the civ side faction.
