Simple edits to the US.conf and USSR.conf to move the M17 to the correct faction's arsenal box.

Also fixed the Arsenal menu images.

Known issues: The M17 shows either the mask or the straps depending on how far the player camera is from the wearer. That is entirely on the original mod creator to fix, but they no longer work on Arma Refoger modding, so good luck on that I guess.
