Custom mod relating to VON and Radios

Basic function:
- Forces direct/proximity chat on by default. 
- Hand radio's channel 1 = 600m range
- Hand radio's channel 2 = 5km range
- Backpack radios have 3 channels and 10km range

Meant for milsim server where having to press a ptt to direct chat is just annoying and a little qol instead of having to double-T everytime you spawn in. This way T can be remapped to a more useful usage. 

- Hides the horn/lock icon. And pretty much any of the UI related to VON or radio commms.
- Prevents the deactivation that happens when pressing T
