Fastroping

Adds a fastroping system that is enabled on both of the base game helicopters. This system will let players conduct fastrope missions, and is a framework to allow players to add fastroping to other helicopters.

Many thanks to Captain Sprocket, who provided me with fixes for two issues, and graciously allowed me to implement them directly into the mod. This has saved me a ton of time coming back from my break from modding, and I greatly appreciate the assistance.

To add to a modded helicopter, simply follow the setup that has been done on the base game helicopters. You will need to add the FastropeSystem component to the helicopter, and then the proper user actions. When adding the fastrope system component, make sure you set the proper resources on the component.

This system will work either from sitting in the seat of a helicopter, or standing and moving around in the back of a helicopter, to take advantage of both systems.
