FIA to Middle East Armed Civ

I'm a big fan of the Middle East Insurgents faction, but I also wanted a faction to represent the more urban and slightly more westernized militias I imagine any good campaign through Takistan would have.  I gave this "Middle Eastern FIA" faction the feeling of a ragtag milita from a city, rather than tribal fighters from the hills and mountains.

This is a quick-and-dirty replacer for the FIA, intended to compliment the Middle East Insurgents mod it's built upon.  Expect updates as I find and fix mistakes.
