Deployable Cargo For Skyhook

- adds depolyable item to each faction 
- can be transported with skyhook mod
- can store 500 supplies 
- can store few items (has inventory)
- for now only the drag and drop function is available (UI update in the next update)


next to come:
- button to open the cargo iventory (UI)
- button to manage supplies, like fill and empty the cargo (UI)
