Better Allies US - SP PVE

- Damage is reduced for players in the US faction.
- AI teammates in the US faction get the same damage reduction as players.
- All other factions take full damage with no reduction.
- Added similar setup to US Vehicle Damage properties

- Armor still affects how much damage gets through, but US forces benefit more.
