A GTA-inspired wanted system tracks your visibility and perceived threat level. The more noise you make, the more heat you draw. Engage with a fully-developed economy focused on grassroots support. Earn income, win over the townspeople, and funnel resources into your resistance network. Larger towns feature shops where you can buy and sell non-lethal items. Towns with gun dealers also allow you to sell weapons—if you can get them there without raising suspicion. Operate smart. Stay hidden. Build the uprising.
