1. Have (hopefully) fixed the issue where AI troops spawn on Coastal for the current defender.
2. Changed the flag for Kill Indefinitely Unconscious Player to TRUE.
3. Amended the supply spawn rate at main HQs from 350 every 10 seconds, to 30 every second.
4. Changed several values related to supplies replenishment on non HQ objectives in GameModeCampaign to (hopefully) address the issue where some bases automatically replenish their supplies to a minimum of 1000.
5. Changed suicide penalties to be more forgiving.
6. Changed XP multiplier for working within a specific distance of squad leader to 1.5.
7. Made XP gain from building more frequent.
8. Amended various XP gain values to encourage more teamplay and objective capturing; mostly value changes to XP gained from building, defending and capturing.

5. Changed the radius for supply loading and unloading on several objectives.
6. Changed base capture mechanics to be more clear. If the base capture notification shows up on the HUD, it now means you are actually contributing to the capture of the base. This was confusing many new players, hence the choice to change.
