Description
1. Situation
a. Enemy Forces
Russian military maintains robust control over Everon, exploiting its strategic position and local resources. Despite the use of primarily 1980s-era warstock by the Motor Rifle Regiments (MRRs) due to logistical constraints and other global commitments, newer, more advanced units periodically cycle into the area of operations (AO), presenting a dynamic operational challenge.
b. Friendly Forces
Svobodny Everon (Free Everon), a coalition of decentralized resistance cells, is actively engaged against Russian dominance. Your operations will support these cells in disrupting enemy control.
c. Attachments and Detachments
Limited logistical support will be provided covertly under civilian covers. Direct military engagement by NATO forces is not authorized to maintain plausible deniability.
2. Mission
Operatives are tasked to assist Svobodny Everon in destabilizing Russian hold through targeted operations focused on undermining their military infrastructure and command capabilities.
3. Execution
a. Concept of Operations
Phase 1: Resource Acquisition - Conduct reconnaissance and execute sabotage operations to deprive the enemy of their logistical supports.
Phase 2: Team Coordination - Establish and support coalitions of resistance fighters to assault major Russian bases and communication nodes.
Phase 3: Strategic Expansion - Secure and operate from captured facilities to broaden operational reach and apply pressure on enemy forces.
Phase 4: Consolidation of Power - Fortify positions and establish controlled zones to sustain gains against potential counteroffensives.
b. Tasks to Operatives
• Engage in and support guerrilla warfare tactics to disrupt enemy operations.
• Facilitate the formation of tactical alliances among resistance cells for joint operations.
• Oversee the logistical management and operational deployment of captured Russian assets.
c. Coordinating Instructions
• Operate under strict communication security to prevent intelligence leaks.
• Minimize collateral damage and civilian casualties to maintain local support.
• Exploit the terrain and local knowledge to gain tactical advantages over Russian forces.
4. Administration and Logistics
a. Support Concept
• Logistical resupplies will be executed covertly. Anticipate becoming operationally self-sufficient as Russian assets are appropriated.
• Equipment and supplies, including those of NATO origin, can be sourced through Everon's extensive black market. Due to the prevalent trade practices on the island, the presence of NATO equipment in the market does not raise suspicion.
b. Material and Services
• All supplies and equipment will be unmarked and should blend with civilian items to avoid linking back to NATO sources.
5. Command and Signal
a. Command
• You are to operate autonomously within your cells but maintain readiness for coordinated strikes as directed from SHAEF.

• Utilize encrypted communication for all operational directives and intelligence sharing. Maintain operational silence unless in secure communication environments.
