- GM can randomly spawn units in buildings, by specifying amount and radius and faction's appropriate system. By default they are set to defend
- Every building has been configured with the Spawn Point System
- GM Can disable budgets (Brought in Bacon's system so in event mod is outdated/broken we can fix it on our own if Bacon stops maintaining it)
