DIY rocket launcher vehicle

Adds a UAZ with a rocket launcher.

The B8V20 has a problem with the idle start of some projectiles, as well as with reloading, this is in the original prefab from TheSpaceStrider, I cannot interfere with the prefab properly, so we have what we have.
