Transforms the 'open arsenal' action on equipment crates to open vicinity instead
Description
This edit helps prevent players from lagging out when they use the vanilla arsenal open action. It forces the player to open the vicinity inventory instead, which then allows arsenal access from there without loading everything in all at once.
