Quick Hotfix For Nametag Color Teams

This Fixes:
- Ranks not updating on the group display.
- Error log spam.
- Max settable group size is temporarily limited to 16 members until I can integrate proper admin settings.
- All nametags now show VON, UNCON, and DEAD icons (and VON activity now changes your nametags player/icon color again)
- Vehicle nametags have been fixed and will no longer bug out and not update players icons/groups as players enter and exit vehicles.
 -Revealing the CSI UI with a keybind now actually works lol.

This Adds:
- New PlayerDisconnectedManager for deleting player data on the authority and client if that player has been out of the server for over 15min to hopefully keep the max size of the hashmap bellow 150 entries. (this should help stability on matches running for a long time)
- Completely reworked the data manager to utilize per value replication instead of replicating a entire class each time we wanted to update a single value in that class.
- New Heli Icons.
- Made the Driver Icon a tad bit smaller.
