Lemons Hardcore Server Setting

Not ready for public use quite yet, still experimenting with changes and tools available. 

Features: 
- Removed Nametags
- Reduced HUD Clutter when talking on using VOIP
- Reduced Stamina
- Increased ADS time
- Removed Zoom feature, replaced with 'focus' 
- Reduced Voice Over Network range for local talk from 40 to 10 meters
- Players can only have a launcher and rifle, not two rifles
